increase in the number of messages he is only able
to keep pace with the work by withholding all leave
from the present staff. I understand that the
Company has at present on its books a number of
qualified men for whom at the moment no work is
available and that it should experience little
difficulty in finding suitable engineers who could be
seconded temporarily to the service of this
Government.
15. I should be glad if the views of the Company with regard to the proposals set out in paragraphs
13 and 14 of this despatch could be communicated to
